CMB chairman's role:
This is a critical role is driving the CMB forward and ensuring that the Board support the business and deliver on its objectives. Listed below are the key areas that the role should focus on:
- Key point of contact for BD and Assura Representative (AM Rep)
- Manage and co-ordinate the CMB
- Ensure the GPCo is able to meet its statutory responsibilities
- Ensures the board gives clear and meaningful direction
- Ensures board cohesion, maintaining openness and understanding of 'sensitivities‘
- Ensures that board members are supported effectively to fulfil their duties
Business director's role:
This is the key executive role in both supporting the Board and driving the business. This is a designated resource to to the GPCo, with their main responsibilities focusing around:
- Maximising the performance of the GPCo
- Deliver and monitor the provision of high quality clinical services within the primary care environment
- Develop and manage the relationships within the GPCo and with key stakeholders.
- Provide the key link between Assura and the GPCo.
The Business Director also holds the key role of Caldicott Guardian which covers:
- Strategy & Governance: the Caldicott Guardian should champion confidentiality issues at Board/management team level, should sit on an organisation’s Information Governance Board/Group and act as both the ‘conscience’ of the organisation and as an enabler for appropriate information sharing.
- Confidentiality & Data Protection expertise: the Caldicott Guardian should develop a knowledge of confidentiality and data protection matters, drawing upon support staff working within an organisation’s Caldicott function but also on external sources of advice and guidance where available.
- Internal Information Processing: the Caldicott Guardian should ensure that confidentiality issues are appropriately reflected in organisational strategies, policies and working procedures for staff. The key areas of work that need to be addressed by the organisation’s Caldicott function are detailed in the Information Governance Toolkit.
- Information Sharing: the Caldicott Guardian should oversee all arrangements, protocols and procedures where confidential patient information may be shared with external bodies both within, and outside, the NHS.
Clinical governance role:
Headed up by a Clinical member on the Board, this position is responsible for ensuring high quality/ safe service provision within the organisation, reporting to the CMB when required. A full breakdown of responsibilities is enclosed at Governance.
Service development role:
Headed up by a Clinical member on the Board, this position is responsible for providing/ co-ordinating access to clinical advice in the development and implementation of clinical services within the GPCo. Clinical advice is defined as expert advice that reflects best practice and is evidence-based. Collectively the Board members will be accountable for the provision and accuracy of such advice, but there will be a key link to pull this together.
Assura representative:
Undertaken by a high level Assura employee, each GPCo is allocated an individual to support their organisation. This role provides the high level interface between the local members of the GPCo and Assura, providing a level of continuity which will ensure effective management. Whilst representing the interests of Assura, the role is also pivotal in ensuring that central resources are allocated to the organisation in a timely and efficient manner.
Additional Responsibilities:
In addition to those responsibilities listed above, there is a requirement for other members of the Board to take responsibility, in an overseeing capacity, to provide local expertise on the following:
- Communications. Providing advice / point of contact for the BDM to discuss local issues and support the formulation of the communications strategy that will best support the GPCo. The aim will be to ensure seamless integration of the organisation with the wider health economy.
- Infrastructure. As above, there will be a number of issues relating to premises and workforce, some of which will be of a local nature, that will require local representation.
